Should i take the first step?

My freind had the same 'issue'. She went about it the wrong way and he freaked out when she tryed to talk to him. Just go up to him and start talking. DON'T mention that he was staring at you, unless you say in jokingly. But that could backfire. So just be yourself and talk to him. Flirt a little, mabye, but just act natural and don't freak out!
