He's fearful, anxious, etc. because he is unsure about what to do. Basically, he wants to approach the women he talks about, but can't quite muster up the courage. You also have a good idea regarding the speaker's feelings about time. Follow what he says about it throughout the poem and don't be so quick to doubt your observations. Also, T.S. Eliot likes to make a lot a references to other works in his poetry, such as the comparison to Hamlet. See if you can conclude anything about Prufrock based on that.
