Which is the weak link in the chain of Law makers - Law enforcers - Law protectors - public ?

The conext of question has become relevant in the face of recent initiative taken by SC against the unauthorised and unplanned rampant commercial & residential constructions in Delhi. The illegality of the constructions has been made legal in the new master plan of Delhi which is approved by parliament. When the law makers twist the law to benefit a section of society, the sanctity of making the law in the first instance looses its purpose and the law becomes a mockery in itself. The responsibilty then falls on juditiary to give justice to the other sections of society hurt by the enactment of the modifications by executives..
