Who started the tradition of the burning of the clocks?

Every year in Brighton a work shop is organised, where people make willow frames in shapes relating to time, and then cover them in white tissue paper. people then parade through the city centre, ending at the beach where they finish by burning the lanterns in a bonfire accompanied by fire works. If any one knows then I would really like to know who was behind the starting of this tradition. Thank you
