Why do my sag????????

ok, im 15 & i always were push up bra's 2 make my s luk normal & not al sag-ish. bt when i take off my bra they sag, is tht normal? becuz i want them to luk not sag-ish & normal. it feels wird 2 have saggy & my sister 2 have nice perky ones.
